activities will be given at ESTEC on 14-15 December 1999 in the
Fresnel room.

2. ESF network on Space Weather and the Earth's weather

A workshop sponsored by the European Science Foundation, as an ESF network,
will be held in Strasbourg, France, from 2 to 4 December 1999. The theme
will be "Space weather and the Earth's weather: electrodynamic and charged
particle effects on the stratosphere and troposphere." Attention will be
focussed on such topics as the global electric circuit, variations of
cosmic ray fluxes and atmospheric variations, microphysics of cloud
formation, Schumann resonances, sprites and elves. The workshop will close
with a discussion on the way forward. Some thirty scientists from around
the world are expected to attend.

Course objective:
        The importance of a better understanding of Sun-Earth interactions has
grown with the increasing complexity of human society. The disturbances to
technological systems, both in space and on the ground, have been
correlated with the activity of solar plasma emission; they have been recognized to
generate spurious effects which may endanger human activities; in extreme
cases they have been recognized to be the cause of satellite malfunction,
failure and loss, ground power line black outs, and telecommunication drops.
The course aims at describing the entire sequence of phenomena which carry energy from
solar features (CME's, flares, coronal holes,?) down to Earth and determine such
interferences; it will give account of the theory and observations of the
phenomena and a detailed description of known effects on Earth systems. The
course will enhance the perception of the problem in young scientists, and
contribute to set the scene for the development of a European space weather
monitoring system.

Fee: 878 EURO (1,700,000 lire) inclusive of full board (hotel, meals and conference dues)

Fellowships for students may be awarded if applied for before preregistration deadline.

Deadline for preregistration: January 31st, 2000.

4. "Storm-Time Ring Current" Symposium at S-RAMP Conference

First Announcement and Call for Papers for
Symposium on the "Storm-Time Ring Current"
at the First Conference of S-RAMP
(STEP-Results, Applications and Modeling Phase),
2-6 October 2000, Sapporo, Japan.

The terrestrial ring current consists of energetic charged particles
flowing toroidally around the Earth, and creating a geometrically nearly
circular electric current, centered at the equatorial plane and extending from
geocentric distances of about 3 to 8 Re.
Changes in this current are responsible for global decreases in the
Earth's surface magnetic field, which are known as magnetic storms.
The ring current is a critical element in understanding the onset
and development of space weather disturbances in geospace.
It is a key to the interpretation of the Dst index, which is used
to predict and monitor magnetic storm activity.

This symposium will focus on: new knowledge on the unexpected temporal
and spatial structures in the large-scale convection electric field, which is
responsible for the build-up of the ring current;
new awareness of the direct driving of the ring current by the solar
wind plasma through modifications to the inner plasma sheet;
the recently discovered association between ring current build-up and
radiation belt loss; new investigations into how ionospheric ions are supplied
to the ring current; impacts of ion composition on ring current build-up and decay;
the effect of substorms on the ring current; the lack of symmetry in the storm-time
ring current; and the state-of-the-art in storm prediction techniques.

Papers addressing the above issues through observations, theoretical
models or computer simulations, are solicited. Contributed papers
will be either oral or poster. Contributors are asked to send:
Paper title, short abstract, their name and complete address (including
e-mail) by e-mail or FAX to the Symposium organizers by 15 January 2000.
The complete abstracts of accepted papers should be submitted later (by
mid-May 2000).
